Tehran , Doha , Washington: Iran's security chief Mohsen Rezaei has claimed that the position and tone in the letter sent by US Vice President JD Vance have softened significantly. Speaking to the Iranian state broadcaster IRIB, Mohsen Rezaei said that there has been a complete change in the attitude of US officials, which is a positive sign that the Iranian people have achieved success. Iran's National Security Council The Secretary of the US State Department said that he has not yet responded to the letter from the US Vice President. On the other hand, while discussing Iran's nuclear program, Mohsen Rezaei said that Tehran has not yet made a final decision to change its nuclear doctrine or policy. There are signs of progress regarding possible diplomatic contacts between the US and Iran, however, the differences between the two countries and issues related to the nuclear program remain important.
A proposed framework prepared by mediators for talks between Iran and the United States has emerged, including proposals to transfer Iran’s enriched uranium stockpile to a third country with the mutual consent of both countries, reduce the level of enrichment, and open the Strait of Hormuz to international shipping within seven days of the resumption of talks. The Arab news agency ‘Al-Arabiya’ has claimed to have obtained an initial draft of the proposed framework for talks between Iran and the United States. According to the report, the proposed framework also proposes including China as a potential guarantor country in the US-Iran agreement to ensure the implementation of the talks and the sustainability of the agreement. Under the proposed plan, direct talks between Washington and Tehran are proposed to be held in Doha, the capital of Qatar, instead of Istanbul. According to the draft, the US will ease sanctions, blockades, and economic sanctions in exchange for Iran limiting its nuclear program. According to Al-Arabiya, the effective implementation of the terms of the agreement will be ensured. An independent monitoring system will also be established to create a framework for the agreement. The proposed draft also includes a dispute resolution mechanism, under which mediators and guarantor countries will resolve issues related to delays or violations in the implementation of the agreement in order to prevent renewed tensions.
According to Iran’s official news agency ‘IRNA’, the Qatari delegation, which arrived in Tehran on Friday morning, also delivered a letter from US Vice President JD Vance to Iranian security official Mohsen Rezaei, proposing a new diplomatic path to prevent further US military strikes against Iran. According to Al-Arabiya, the Iranian delegation has arrived in Qatar to discuss these issues regarding US proposals on Tehran’s nuclear program. The report claims, citing sources, that Iran has demanded guarantees for a permanent end to the war in exchange for reopening the Strait of Hormuz.
Iran's Supreme Leader Mojtaba Khamenei has ordered the armed forces to respond to the enemy's threats on all fronts. He met with the top commanders of the armed forces and said that any threat from the enemy should be responded to beyond geographical boundaries, and all material and non-material assets of the American and Israeli enemies should be within the reach of the Iranian forces. Iran's armed forces should be ready to deal with any threat. If the enemy attacks again, Iran will decide the time for the end of the response. The Iranian Supreme Leader directed the armed forces to further strengthen their defense and intelligence capabilities with modern technology and also ordered the armed forces to completely update the list of military targets related to American and Israeli assets.
Meanwhile, diplomatic sources told a US news website that efforts are underway to reach an agreement between the US and Iran before the midterm elections. According to the website, Qatar is urging the US and Iran to agree on a package of mutual measures that can be implemented within days and the two sides can resume direct talks on Iran’s nuclear program and other issues. According to the US official, two conflicting demands have so far hindered the talks. The Trump administration insists that Iran make concessions on nuclear issues in exchange for resuming talks, while Iran demands that the US first lift its naval blockade, release frozen Iranian assets and allow Iran to sell oil. Talks to pave the way for an agreement between the US and Iran will continue today in the Qatari capital of Doha.
Iranian Foreign Minister Abbas Araqchi has said that a decision on direct or indirect negotiations will be made only after the US accepts Iran's demands. There are currently no plans to meet with US officials. Mediating countries Qatar and Pakistan are continuing consultations on our demands. The mediators have presented proposals on the nuclear issue, which they are reviewing. Meanwhile, the head of the Iranian armed forces, Major General Ali Abdullahi, has warned the US and Israel, saying that both countries have prepared a list of new targets and installations. Iranian forces are closely monitoring the enemy's movements and preparations. They will not wait for the enemy to take the initiative in the event of any aggressive action. Iran's response will be immediate, effective and independent of geographical boundaries.
